Đổi Bằng Lái Từ Tiểu Bang Khác Sang California
Tôi gặp nhiều gia đình từ Texas, Washington, Massachusetts dọn về gần ông bà ở Orange County. CVC §12505 nói chuyện residency khá rõ; khi đã có lease, job, utility bill ở CA thì đừng để license cũ quá lâu. AB 60 vẫn là đường hợp pháp cho người đủ điều kiện cư trú nhưng không có federal legal-presence document; card sẽ ghi 'Federal Limits Apply'.

Thời gian xử lý
Office visit: 1-2 giờ. Temporary paper license cấp ngay. Plastic card mail đến trong 60 ngày.
Tài liệu / Yêu cầu
- Out-of-state driver license (still valid hoặc expired ≤2 năm)
- Original birth certificate hoặc passport (cho REAL ID)
- Social Security card
- 2 proof of California residency (utility bill, lease, bank statement với address)
- Proof of legal presence (US citizen: birth cert/passport; non-citizen: I-94, visa, green card, etc.)
Các bước thực hiện
- Bước 1: Make appointment online tại dmv.ca.gov, wait time ngắn hơn nhiều walk-in.
- Bước 2: Establish CA residency, must be resident before applying. Lease + utility bill + bank statement đủ.
- Bước 3: Fill California DL/ID application online trước khi đến DMV.
- Bước 4: Đến DMV office với documents.
- Bước 5: Vision test, knowledge test (35 questions, multiple choice, practice DMV handbook free).
- Bước 6: NOT required behind-the-wheel test nếu out-of-state license valid và không lapsed >1 năm.
- Bước 7: Photo + thumbprint + signature. Pay fee. Receive temp paper license.
- Bước 8: Plastic card mail đến trong 60 ngày. Nếu đem xe vào California, DMV thường yêu cầu đăng ký xe trong 20 ngày sau khi trở thành resident hoặc xe vào tiểu bang.
Lỗi thường gặp
- Out-of-state license expired >2 năm → behind-the-wheel test required.
- Không có Social Security number → non-REAL-ID license vẫn được issue dưới AB 60 (undocumented residents).
- REAL ID requires both birth cert AND legal presence proof, không thể skip nếu muốn REAL ID for federal flights.
- Knowledge test fail, có thể retake tại DMV trong 7 ngày, max 3 attempts. Sau đó phải pay another $46 và start over.
Liên quan đến bảo hiểm
Khi đổi license, carrier có thể pull lại record. Nếu record tiểu bang cũ sạch, giữ bản 3-year MVR sẽ giúp tôi giải thích với underwriting. Address phải update thật; policy Texas không tự biến thành policy California, nhất là UM/UIM, Prop 213 và minimum limits.
